It's a tiny unreguarded detail from what is indubitably a World Heritage Site, the Botanical Gardens at Kew. The Palm House, of which this is one of the entrance steps, was designed by Decimus Burton who was famously inspired by the leaf structure and ribs of the giant Amazonian waterlily, examples of which are grown in the Victorian lily house as well as the new, more high tech Princess of Wales Conservatory.
